ਦਿਲਾਵਰ ਸਿੰਘ ਬੱਬਰ (ਜੈ ਸਿੰਘ ਵਾਲਾ) ਨੇ ਮਨੁੱੱਖੀ ਬੰਬ ਬਣ ਕੇ ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਬੇਅੰਤ ਸਿੰਘ ਦਾ ਕਤਲ ਕਰ ਦਿਤਾ ਸੀ। ਉਹ ਪੰਜਾਬ ਪੁਲਿਸ ਦੀ ਨੌਕਰੀ ਦੌਰਨ ਹੀ ਖਾਲਿਸਤਾਨੀ ਜਥੇਬੰਦੀ ਬੱਬਰ ਖ਼ਾਲਸਾ ਇੰਟਰਨੈਸ਼ਨਲ ਵਿੱੱਚ ਸ਼ਾਮਲ ਹੋ ਗਿਆ ਸੀ। ਉਸਨੇ 31 ਅਗਸਤ 1995 ਨੂੰ ਸ਼ਾਮ 5 ਵਜੇ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਸੀਵਲ ਸੈਕਟਰੀਏਟ ਚੰਡੀਗੜ੍ਹ ਵਿਖੇ ਬੇਅੰਤ ਸਿੰਘ ਨੂੰ ਉਸ ਦੀ ਗੋਲੀ ਰੋਕੂ ਕਾਰ ਸਣੇ ਹੀ ਬੰਬ ਨਾਲ ਉਡਾ ਦਿੱਤਾ[1][2][3][4][5][6]

ਦਿਲਾਵਰ ਸਿੰਘ ਦੇ ਮਾਤਾ ਸੁਰਜੀਤ ਕੌਰ ਤੇ ਪਿਤਾ ਹਰਨੇਕ ਸਿੰਘ ਗੁਰੂ ਨਾਨਕ ਨਗਰ ਪਟਿਆਲਾ ਵਿਖੇ ਰਹਿੰਦੇ ਹਨ। ਉਸਦੇ ਪਿਤਾ ਸਰਕਾਰੀ ਨੌਕਰੀ ਕਰਦੇ ਸਨ। ਦਿਲਾਵਰ ਸਿੰਘ ਦਾ ਵੱਡਾ ਭਰਾ ਚਮਕੌਰ ਸਿੰਘ ਜਵਾਨੀ ਸੇਵਾਵਾ ਮਹਿਕਮਾ, ਭਾਰਤ ਸਰਕਾਰ ਵਿੱਚ ਬਤੌਰ ਵੱਡਾ ਬਾਬੂ ਕੰਮ ਕਰਦਾ ਹੈ। ਨਿਕੇ ਭਰਾ ਦਾ ਨਾਂ ਹਰਵਿੰਦਰ ਸਿੰਘ ਹੈ।[7]
ਬੇਅੰਤ ਸਿੰਘ ਦਾ ਕਤਲ
ਪੰਜਾਬ ਵਿੱਚ 1992 ਤੋਂ 1995 ਤੱਕ ਖਾਲਿਸਤਾਨ ਲਹਿਰ ਜ਼ੋਰਾਂ ਤੇ ਸੀ ਤੇ ਭਾਰਤ ਸਰਕਾਰ ਇਸ ਲਹਿਰ ਨੂੰ ਦਬਾਉਂਣ ਲਈ ਜ਼ੋਰ ਲਾ ਰਹੀ ਸੀ। ਬੇਅੰਤ ਸਿੰਘ ਦੇ ਰਾਜ ਦੌਰਾਨ ਖਾਲਿਸਤਾਨ ਦੇ ਸਮਰਥਕਾਂ ਅਤੇ ਕਾਰਕੁੰਨਾਂ ਨੂੰ ਗੈਰਕਾਨੂੰਨੀ ਤੌਰ 'ਤੇ ਨਜਿਠਿਆ ਗਿਆ। ਏਸ਼ੀਆ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਕਮੀਸ਼ਨ Asian Human Rights Commission, ਅਨੁਸਾਰ ਖਾਲਿਸਤਾਨੀ ਕਾਰਕੁੰਨਾਂ ਦੀ ਦਹਿਸ਼ਤ ਨੇ ਏਦਾਂ ਦੇ ਹਲਾਤ ਬਣਾ ਦਿਤੇ ਕਿ ਬੇਅੰਤ ਸਿੰਘ ਦੀ ਅਗਵਾਈ ਵਾਲੀ ਪੰਜਾਬ ਸਰਕਾਰ ਵਿੱਚ ਪੁਲਿਸ ਅਫਸਰ ਆਪੇ ਹੀ ਜੱਜ ਬਣ ਗਏ ਤੇ ਆਪੇ ਹੀ ਜਿਊਰੀ। ਉਹਨਾ ਝੂਠੇ ਪੁਲਿਸ ਮੁਕਾਬਲਿਆਂ 'ਚ ਗਰਮ ਖਿਆਲੀ ਸਿੱਖਾਂ ਦਾ ਸਫਾਇਆ ਕੀਤਾ ਗਿਆ। ਸਿੱਖਾਂ ਨੂੰ ਉਹਨਾਂ ਦੇ ਘਰਾਂ 'ਤੇ ਖੇਤਾਂ ਚੋਂ ਚੁਕਿਆ ਜਾਂਦਾ ਕਿਸੇ ਏਕਵੰਝੇ ਥਾਂ ਤੇ ਲਿਜਾ ਕੇ ਉਹਨਾਂ ਨੂੰ ਭੱਜਣ ਲਈ ਕਿਹਾ ਜਾਂਦਾ। ਏ.ਕੇ. 47 ਦਾ ਬ੍ਰਸਟ ਉਹਨਾਂ ਦੀ ਜਿੰਦਗੀ ਮੁਕਾ ਦਿੰਦਾ।[8] ਦਿਲਾਵਰ ਸਿੰਘ, ਜੋ ਕਿ ਪੰਜਾਬ ਪੁਲਿਸ ਵਿੱਚ ਸਿਪਾਹੀ ਸੀ ਉਸਨੇ ਆਪਣੇ ਮਿੱਤਰ ਬਲਵੰਤ ਸਿੰਘ ਰਾਜੋਆਣਾ ਨਾਲ ਬੇਅੰਤ ਸਿੰਘ ਨੂੰ ਮਾਰਨ ਦਾ ਮਸ਼ਵਰਾ ਕੀਤਾ। 31 ਅਗਸਤ 1995 ਨੂੰ ਕੀਤੇ ਹਮਲਾ 'ਚ ਬੇਅੰਤ ਸਿੰਘ ਤੇ ਦਿਲਾਵਰ ਸਿੰਘ ਸਣੇ 17 ਹੋਰ ਬੰਦਿਆਂ ਦੀ ਮੌਤ ਹੋ ਗਈ।[9] 25 ਦਸੰਬਰ 1997, ਦੂਜੇ ਪੁਲਸ ਮੁਲਾਜਿਮ ਬਲਵੰਤ ਸਿੰਘ ਰਾਜੋਆਣਾ ਨੇ ਦਿਲਾਵਰ ਸਿੰਘ ਦੀ ਸ਼ਮੂਲੀਅਤ ਕਬੂਲ ਲਈ[10] ਤੇ ਭਾਰਤ ਸਰਕਾਰ ਤੇ ਦੋਸ਼ ਲਾਉਂਦਿਆਂ ਕਿਹਾ ਕਿ ਇਹਨੇ ਆਪਣੇ ਹੀ ਬੇਕਸੂਰ ਲੋਕਾਂ ਨੂੰ ਕਤਲ ਕੀਤਾ ਤੇ ਸਿੱਖਾਂ ਦੇ ਕਾਤਲ ਮੁਖ ਮੰਤਰੀ ਬੇਅੰਤ ਸਿੰਘ ਨੂੰ ਮਾਣ ਤੇ ਅਹੁਦਿਆਂ ਨਾਲ ਨਵਾਜਿਆ। ਜਿਨੇ ਝੂਠੇ ਪੁਲਿਸ ਮੁਕਾਬਲਿਆਂ ਜਬਰਜਿਨਾਹਾ, ਗੁਮਸ਼ੁਦਗੀਆਂ ਕਰਵਾਈਆਂ ਤੇ ਚੁਪ ਚਪੀਤੇ ਲਾਸਾ ਦਾ ਸਸਕਾਰ ਕਰਵਾਇਆ।
ਮਾਣ ਸਨਮਾਨ
23 ਮਾਰਚ 2012, ਦਿਲਾਵਰ ਸਿੰਘ ਨੂੰ ਅਕਾਲ ਤਖਤ ਵੱਲੋਂ ਕੌਮੀ ਸ਼ਹੀਦ ਦਾ ਖਾਲਸੇ ਪੰਥ ਵਿਚਲਾ ਸਭ ਤੋਂ ਉਚਾ ਦਰਜਾ ਦਿੱਤਾ ਗਿਆ।[11] ਦਿਲਾਵਰ ਸਿੰਘ ਦੇ ਸ਼ਹੀਦੀ ਸਮਗਾਮ ਭਾਰਤ ਅਤੇ ਦੁਨੀਆ ਦੇ ਹੋਰ ਕਈ ਦੇਸ਼ਾਂ ਵਿੱਚ ਹਰ ਸਾਲ ਮਨਾਏ ਜਾਂਦੇ ਹਨ। ਖਾਲਸਾ ਐਕਸ਼ਨ ਕਮੇਟੀ ਜੋ ਕਿ ਕਈ ਸਿੱਖ ਸੰਸਥਾਵਾਂ ਦੀ ਸਾਂਝੀ ਧਿਰ ਹੈ, ਵੱਲੋਂ ਦਿਲਾਵਰ ਸਿੰਘ ਦੀ ਮਾਤਾ ਸੁਰਜੀਤ ਕੌਰ ਤੇ ਪਿਤਾ ਹਰਨੇਕ ਸਿੰਘ ਨੂੰ ਅੰਮ੍ਰਿਤਸਰ ਵਿੱਚ ਕੌਮ ਦਾ ਮਾਣ ਅਵਾਰਡ ਨਾਲ ਸਨਮਾਨਤ ਕੀਤਾ ਗਿਆ ਹੈ।[12][13]
