ਦੋਸ਼ੀਆਂ ਦੀ ਪਹਿਚਾਣ ਨਹੀਂ ਹੋ ਸਕੀ। ਭਾਰਤ ਸਰਕਾਰ ਦਾ ਦਾਅਵਾ ਹੈ ਕਿ ਇਹ ਕਤਲੇਆਮ ਪਾਕਿਸਤਾਨ ਸਥਿਤ ਅੱਤਵਾਦੀ ਸਮੂਹ ਲਸ਼ਕਰ-ਏ-ਤੋਇਬਾ ਦੁਆਰਾ ਕੀਤਾ ਗਿਆ ਸੀ। [3] ਹੋਰ ਖਾਤੇ ਭਾਰਤੀ ਫੌਜ ਉੱਤੇ ਕਤਲੇਆਮ ਦਾ ਇਲਜ਼ਾਮ ਲਾਉਂਦੇ ਹਨ।[4][5]
ਭਾਰਤੀ ਫੌਜ ਨੇ ਦੋਸ਼ੀਆਂ ਨੂੰ ਪਕੜਨ ਦਾ ਦਾਅਵਾ ਕਰਕੇ ਪਥਰੀਬਲ ਵਿੱਚ ਮੁਕਾਬਲੇ ਵਿੱਚ ਮਾਰ ਮੁਕਾਇਆ ਦੱਸਿਆ ਜੋ ਬਾਅਦ ਵਿੱਚ ਇੱਕ ਮੁਕੱਦਮੇ ਦੇ ਫ਼ੈਸਲੇ ਅਨੁਸਾਰ ਝੂਠਾ ਦਾਅਵਾ ਸਾਬਤ ਹੋਇਆ ਕਿਉਂਕਿ ਮਾਰੇ ਗਏ ਨੌਜਵਾਨ ਆਮ ਕਸ਼ਮੀਰੀ ਨਾਗਰਿਕ ਸਿੱਧ ਹੋਏ।[6]
13 ਮਈ 2014 ਤੱਕ ਇਸ ਕਤਲੇਆਮ ਤੇ ਕੋਈ ਜਾਂਚ ਏਜੈਂਸੀ ਨਿਰਧਾਰਤ ਨਹੀਂ ਕੀਤੀ ਗਈ ਸੀ। ਚਿੱਠੀਸਿੰਘਪੁਰਾ ਤੇ ਹਾਈਕੋਰਟ ਦੇ ਆਦੇਸ਼ ਦੇ ਬਾਵਜੂਦ ਕੋਈ ਸਰਕਾਰੀ ਏਜੰਸੀ ਦੁਆਰਾ ਇਸ ਕਤਲੇਆਮ ਦੀ ਗੁੱਥੀ ਸੁਲਝਾਈ ਨਹੀਂ ਜਾ ਸੱਕੀ।[7]
